A decision is rendered whenever the platform evaluates an action and returns ALLOW, DENY, or ESCALATE. No decision, no charge.
The free tier includes a 5,000 decisions per day safety cap (UTC) to prevent accidental burn during evaluation. If you hit the cap, decisions pause until the next UTC day or until you move to a production commitment. This is expected—not a platform outage.
The system fails closed. Unverified actions do not execute until a production commitment is added.
